The U.S. Department of Homeland Security plans to build the $1 billion federal lab to replace an aging facility in Plum Island, N.Y. It is expected to employ about 326 workers at an average salary of $77,000.

The funding now must be secured and finalized through the federal appropriations process. If that happens, it will complete federal investment in the project.
